2Context & purpose

OAG 2000 (women's rights NGO, active since 2000) runs the CEPAJ network — Centres d'Écoute, de Prise en charge et d'Accompagnement juridique (listening, case-management and legal-assistance centres). This consultancy builds the mediation and conflict-resolution capacity of frontline staff working with GBV survivors.

The training is explicitly a preparatory step for a Belgium–Morocco professional exchange (TAMALLOUKII programme, first week of December 2026) with Belgian specialists in family mediation and psychosocial support. The trainer must identify situations and questions to be deepened during that exchange.

Target audience — 30 participants

  • 13 CEPAJ listeners (écoutantes)
  • 2 CEPAJ coordinators
  • 4 social workers from Women's Multifunctional Spaces (EMF)
  • 8 social assistants from partner institutions: Justice, Health, Police, Royal Gendarmerie, Entraide Nationale, Agence de développement social, child protection centres
  • 3 OAG 2000 team members
Pedagogical heterogeneity to manage About 10 of the 30 already received family-mediation training; the others did not, yet some practise mediation informally without a structured methodological framework.

3Content & expected methodology

The 6 content blocks

  • Family mediation: principles, objectives, conditions for implementation
  • Communication and conflict-resolution techniques
  • Identifying power relations and vulnerability situations
  • Risks, limits and contraindications of mediation in GBV contexts
  • Introduction to restorative and transformative justice approaches
  • Articulation of support, protection, mediation and referral to competent services

Methodology demanded by the TDR

  • Participative and interactive; adapted to participants' levels, roles and experience
  • Alternation of targeted theory and practice: concrete cases, role-plays, situational exercises
  • Gender- and power-sensitive; grounded in a "do no harm" approach
  • Pre-training needs assessment (besoins, attentes, pratiques existantes)
  • Sub-group design for 30 people; confidentiality rules; no exercise may risk identifying survivors
  • Space for peer reflection feeding the Belgium–Morocco exchange

4Required profile

EducationMaster's degree (or equivalent) in law, social sciences, psychology, social work, mediation, conflict resolution, gender studies, humanities, or a relevant field
Experience
  • ≥ 5 years of relevant professional experience
  • Confirmed experience in family mediation and/or conflict resolution
  • Demonstrated expertise in GBV and women's rights
  • Experience training/mentoring professionals (social, associative, legal, psychosocial sectors)
  • Understanding of power relations, vulnerability and gender norms
AssetsPrior delivery of family-mediation trainings or accompaniment of GBV survivors; knowledge of the Moroccan legal, institutional and socio-cultural context; knowledge of restorative/transformative justice
SkillsMastering of family-mediation principles, practices and limits; critical analysis of when mediation is / is not appropriate in VBG situations; excellent facilitation; ability to adapt content to a professional field audience; fluency in French and Arabic

  2. Objectives — map your design to the 7 specific objectives of the training
  3. Pedagogical approach — participative, do-no-harm, gender/power-sensitive, experiential learning, sub-group organisation for 30 participants, pre-training needs survey
  4. Detailed content — 2-day outline in half-day blocks covering all 6 themes, with extra weight on the "limits & contraindications of mediation in GBV" block

  • Quantify: number of trainings delivered, participants trained, years of practice
  • List relevant certifications; state working languages (FR/AR mandatory)

Financial offer

  • Separate page: daily rate × days (preparation + delivery + deliverables) — total ≤ 8,000 MAD
  • State tax treatment and offer validity period; exclude travel/accommodation
Selection criteria stated by OAG 2000 Particular attention will be paid to the relevance of the candidate's experience to the object of the training and to the coherence between the competences offered, the pedagogical methodology and the specific needs of CEPAJ professionals. Structure your offer: ~60% methodology & practical design, ~20% profile, ~20% logistics.

Practical tips

  • Apply early — only 5 days remain; call Mme SEKKAT to confirm receipt
  • Name files clearly: Offre_TdR05-2026_Nom.pdf
  • Include all 4 CC addresses; keep the subject line verbatim
  • Lacking a formal mediation certification? Compensate with documented practice + references. New to transformative justice? Show a short conceptual frame applied to the Moroccan context
  • Budget is modest (8,000 MAD) → competition will likely be local consultants; differentiate on methodology quality and GBV-safety expertise
